The Spanish company Reganosa has secured a new contract for a future liquefied natural gas (LNG) import terminal in Senegal. Consequently, the company will oversee the construction of this LNG plant in Dakar. Reganosa’s contract in Senegal positions it as project management consultant (PMC) for the LNG import terminal in Dakar, driven by Elton Logistics and Services, the Senegalese company promoting the project. The Spanish firm will lead the project management and administration, aiming to strengthen the country’s energy security and diversify its energy matrix. This agreement is seen as strengthening Reganosa’s presence in Africa and consolidating its line of business in comprehensive project management.
The LNG terminal, to be constructed at the port of Dakar, was initially conceived as a comprehensive infrastructure featuring a floating storage unit with a capacity of 137,000 cubic meters of LNG, a dock with mooring systems, onshore regasification facilities, ten berths for truck loading, and two 15-kilometer submarine pipelines to supply gas to various power plants.
This project is structured in two phases. The first phase, called the initial gas solution, anticipates accelerating the start of gas supply through a modular regasification solution installed directly at the dock. The second phase will allow for the expansion of the land infrastructure, including new loading facilities for trucks and other elements that are not essential for the initial startup.
Reganosa will coordinate the interfaces between various contractors, supervise the progress of the work, and provide support to the client in technical project management during the engineering, construction, and startup phases, as well as in preparing operational procedures and integrating future operation and maintenance of the terminal. The company will have anchored services from providers in Tenerife.
The Spanish firm has been collaborating with Elton Logistics and Services since December 2023 as a technical advisor during the technical definition phase of the project, supporting negotiations of engineering, procurement, and construction contracts with major international contractors. Reganosa will now undertake the supervision of the detailed engineering and construction of the terminal, ensuring compliance with technical requirements, quality standards, timelines, and agreed costs.
Senegal is actively working to increase its oil and gas production, as demonstrated by the commencement of production at a floating power plant, known as a power ship, off the coast of Dakar. This LNG power generation project was carried out by the Turkish company Karpowership in collaboration with the National Electricity Company of Senegal (Senelec).
