The Santa Cruz de Tenerife Port Authority officially approved this October a substantial amendment to the administrative concession held by Votorantim Cementos España, S.A. in the service area of the Canary port. The port authority, chaired by Pedro Suárez, authorized a 15-year extension to the concession, ensuring the Brazilian multinational’s continued operations at the East Basin until the 2040s. Votorantim owns 50% of Ceisa.
The port authority’s resolution follows the agreement adopted on October 6, 2026, under the Consolidated Text of the Law on State Ports and Merchant Shipping. The administrative amendment provides not only for an extension of the term of the public-domain concession, but also for an increase of more than 10% in the occupied area at the northern end of the esplanade of the East Breakwater-Quay, bringing the final footprint of the clinker grinding plant to 10,688.23 square meters. This operational expansion strengthens the site’s industrial capacity to receive raw materials by sea and subsequently process and distribute cement in the island market.
Financial strengthening and reorganization of the European holding company
Votorantim’s investment commitment to Tenerife’s port network comes amid a period of strong financial performance and strategic restructuring at its European parent company, Votorantim Cimentos EAA Inversiones. The holding company, whose operational headquarters are in Spain, closed fiscal year 2025 with consolidated profit of €299.7 million—an 86% increase from the previous year—and revenue of €863 million. The improvement in operating results was supported by a rebound in cement consumption in the domestic market, which grew 14% last year, as well as by the capital gain from the divestment of its industrial subsidiaries in North Africa, in Morocco and Tunisia.
The consolidation of the grinding plant at the Port of Santa Cruz de Tenerife secures the supply chain for construction materials needed for infrastructure and building projects across the archipelago. By securing the 15-year extension over the port’s public domain, the multinational is consolidating its logistics for heavy inputs in the Atlantic, optimizing the handling of dry bulk cargo and adapting its industrial facilities to the efficiency and sustainability requirements established by European regulations.
