The Board of Directors of the Las Palmas Port Authority is holding its first meeting since general elections were called for November 29. The agenda includes a major restructuring of its public domain. The body, chaired by Beatriz Calzada, is considering applications for major commercial and industrial concessions, strategic changes of ownership and deadline adjustments for key infrastructure in Gran Canaria, Lanzarote and Fuerteventura.
The board will take note that Remolcadores y Barcazas de Las Palmas (Boluda) has withdrawn the administrative proceedings brought against shipping agent Hamilton y Cía to suspend its provision of towage services at the port of Gran Canaria. The suspension was based on Article 109.4 of the State Ports Act, a legal mechanism reserved for port service providers to halt operations for clients that incur payment defaults or serious contractual breaches. The closure of the case through withdrawal ends the operational dispute between the two companies. The decision formalizes the resumption of berthing and unberthing operations for vessels represented by Hamilton (Transcoma) in Las Palmas, avoiding a logistical blockade for its clients and closing the administrative proceedings before the Port Authority.
It also ratifies the continuation of the ship-agency service awarded to A. Pérez y Cía and expands the scope of Suisca Projects and Services in vessel supply. The decision validates the company’s technical and logistical capacity to supply provisions, equipment and spare parts to commercial, fishing and hydrocarbon-extraction fleets calling at Las Palmas, the Atlantic hub.
Hydrogen
The agri-food and energy sectors account for the largest requests for land in the Gran Canaria harbor. Multinational company Nueva Pescanova is seeking permission to occupy 52,691 square meters of land, 713 meters of subsurface space and 517 meters of submerged areas in Functional Area 3 to install a marine-farming facility. At the same time, Atlántico Gas Natural is formalizing its project to establish a hydrogen refueling and service station on a 3,908-square-meter plot in Functional Area 7.
The reorganization of land logistics and services is bringing new operators to the port’s various areas. Transrime is requesting 1,460 square meters for storage and cargo consolidation in Functional Area 4A, while Excavaciones Graval requires 1,884 square meters to manage and maintain machinery involved in the collection of MARPOL V waste. In Lanzarote, Boluda Container Factory is seeking a concession for 5,068 square meters at the Muelle de los Mármoles in Arrecife to repair and refurbish dry and refrigerated containers.
Rawang Al Salam International
Major corporate acquisitions and transfers in the port area include a review of the change of control of the subsidiary Atlantika Marine Logistics in favor of the Omani group Rawang Al Salam International, as Canarymaritime reported. The transaction transfers direct management of a 6,012-square-meter terminal dedicated to technical support for the fishing fleet in Functional Area 9. In the energy sector, the full board is processing Moeve Terminals Canarias’ withdrawal of its application to extend the deadlines for its longstanding fuel and lubricant storage concessions in Areas 7, 8, 9 and 10.
The section on construction and industrial projects examines requests to extend deadlines for the completion of key infrastructure. ATH Bioenergy Macaronesia is seeking an extension to the deadlines for completing its biodigestion and biomethane production plant on the 112,540 square meters it occupies in Arinaga. In Arrecife, Hermanos Tavío Santana requires more time to complete its construction-waste recycling plant on 19,486 square meters, while Technical Maritime Bureau is postponing the submission of the execution project for its 3,495-square-meter ship-repair center.
Shipyard governance and the resolution of disputes complete the session. The board is considering delegating to the chair the concession extension for Grupo Laskaridis covering 6,188 square meters devoted to propeller maintenance, while it processes Proyectos y Aplicaciones New York’s claim for compensation for the costs of the basic design for the offshore tender that was shelved in 2022. The Port Authority is also formalizing the administrative eviction of Canarias Óptima Profesional for unauthorized occupation at the Sotavento Shopping Center.
