Institutional and labour tensions are rising at the Port Authority of Las Palmas. The trade union section of the Central Sindical Independiente y de Funcionarios (CSIF) has submitted a formal written request to the board of the public body, demanding the immediate revocation of the Human Resources powers currently held by the chair.

CSIF asks that the governing body assume direct control of the workforce and order an urgent external and independent audit into personnel decisions taken at the Gran Canaria port.

The union argues its request is grounded in what it describes as a deep deterioration of the organisation’s structure. CSIF accuses the port’s executive leadership of following a pattern of constant improvisation, marked by ineffective reorganisations and an apparent inability to resolve HR files. The organisation says this dynamic undermines the operation of essential public services and creates operational paralysis within the port institution.

The initiative also adds to reports from the entity’s Committee on Safety and Health, which warn of the entrenchment of a work environment with high psychosocial risks and ongoing friction. CSIF’s complaints coincide with prior demands raised by Comisiones Obreras (CCOO) to remove the head of Human Resources, as well as with letters sent by former senior port officials requesting explanations regarding the legality of various appointments, and with repeated complaints by the Works Council over breaches of the III Collective Agreement for Ports of the State.

Discontent also extends to the institutional sphere and coordination with local administrations. The union highlights the impact of these organisational shortcomings on operational agreements with other security forces, specifically pointing to the disagreements that arose during joint duties with the Local Police of Arrecife.

In this context, CSIF appeals to the legal responsibility of members of the board. It states that delegating powers to the chair does not exempt councillors from their oversight duties, invoking the Law on the Legal Regime of the Public Sector and the Recast Text of the Law on Ports of the State. For this reason, it calls for adding a specific item to the agenda of the next plenary session to agree the revocation of delegated powers and the hiring of an external audit firm.

The audit proposed by the union representation would include a comprehensive review of selection and career-promotion processes, the appointment of department and division heads, occupational risk prevention, and compliance with social pacts. CSIF demands that, if administrative irregularities or serious shortcomings in workforce management are detected, the board activate the corresponding mechanisms to determine disciplinary, patrimonial, or accounting responsibilities among senior officials at the port body.
