All minor contracts by Fundación Puertos de Las Palmas, channelled through smaller procurement deals

Dispel it: they do not prescribe; it is the State. Since the time of Sergio Galván and to the present day, the Fundación Canaria Puertos de Las Palmas, which forms part of the state public sector within the General State Administration, has routed a total of €289,000 in awards through the minor procurement contracting modality. The entity records an average amount of €5,000 per operation. One legally complicated issue is determining how providers were paid through corporate terminals for projects it carried out. And then, time will tell: how officials contracted services from companies or professionals without a digital footprint, and even, in one case, when the company was allegedly not yet created.

2019 concentrated activity; 2023 highest spending

Detailed analysis of transaction history shows that administrative activity was heavily concentrated in 2019, the year with a peak of 27 contracts formalised, while the highest financial volume was reached in 2023, with a combined outlay of €109,000. The official register of operations flags six statistical alerts for monitoring due to proximity to the legal thresholds for minor contracts. Financial flow data place certain independent providers and specialised consultancies as the usual awardees of the port body.
