Defence secures maritime connectivity in the Canary Islands with Líneas Marítimas Romero
The Ministry of Defence has formalised a strategic alliance with the Canary Islands shipping company Líneas Marítimas Romero to ensure discounted transport for its personnel on inter-island routes across the archipelago. The measure establishes a financial cooperation framework worth €171,600 in public funding to be carried out between 2026 and 2028. The move aims to cushion the economic impact of the high geographic mobility that the Armed Forces face in island enclaves.
The agreement, managed on the executive side by the Navy (Armada), introduces a co-financing mechanism for passenger travel and the transport of private vehicles on the regular lines operated by the company, based in Lanzarote. The commercial alliance does not grant exclusivity to the Canary Island firm, leaving open the possibility for the state to sign similar arrangements with other shipping operators providing services in the waters of the archipelago or on connections to mainland Spain.
Financial integration and alignment with state discount caps
The financial structure of the agreement strictly follows the regulatory margins set by the Law on the General Budgets of the State. On inter-island crossings, discounts applicable by the shipping company range from 5% to 25% for resident staff, which in practice can lead to full free travel or coverage of 100% of the fare charged when combined with general residency discounts and support from the regional administrations. For military personnel not resident in the Canary Islands, the ticket price reduction is set at 50%, the maximum allowed under the sector transport regulations.
The transport of private vehicles associated with military personnel will, without exception, include a 50% discount on the basic commercial fare. To ensure operational agility, Líneas Marítimas Romero has committed to adapting its computer systems within a period of no more than two months from the date the agreement is registered in the state Electronic Register of Bodies and Instruments of Cooperation (REOICO).
Logistics sovereignty and shipping business in the eastern corridor
The signing of the agreement strengthens Líneas Marítimas Romero’s operational weight in the maritime corridor connecting Lanzarote, La Graciosa and Fuerteventura, an area where the family-run firm has established a dominant position over competition from major national shipping groups. The injection of public funds through discounts for the military sector helps stabilise passenger demand on the regular corridor route and ensures a steady flow of commercial income subsidised by the state.
Monitoring of the budget settlement reports, split into identical annual items of €57,200 until November 2028, will be under the direct control of a Joint Monitoring Commission. This body, co-chaired by the Directorate of Economic Affairs of the Navy (Armada) and the company’s technical management, will oversee compliance with on-time performance targets, the handling of any incidents during embarkations, and the reconciliation of reimbursements to prevent the accumulation of commercial debt between the central administration and the operating company.
